Alpine Shire Access and Inclusion Plan 2021-2024

In 2021, Council adopted our Access and Inclusion Plan 2021-2024.

The Plan replaces our 2011 Disability Action Plan and frames our commitment to people with disability towards a focus on access and inclusion in day-to-day life.

As a Council, we have a commitment to support all of our residents and visitors to enjoy the Alpine Shire’s stunning natural environment, high quality facilities, services, activities, and diverse events calendar.

This four-year plan outlines overarching goals and actions and a range of deliverables for us to increase participation for employees, stakeholders, residents, and visitors with disability.

Disabled parking - Accessible Parking Permit (APP)

Victoria is transitioning to the new Accessible Parking Permit (APP) Scheme and online administration system.

From 22 March 2021, we will be transitioning to the new APP Scheme. Our residents and organisations who require a new permit, or need to renew or replace a permit, will need to apply with the new application process.

The new APP Scheme will streamline the application process, making it easier, simpler, and consistent across the state. The new permit also will better align with the COAG 2010 Australian Disability Parking Permit Scheme (ADPS).

Improvements to the Scheme include:

  • Introduction of temporary permits for 6, 12, or 24 months;
  • Increased permit length, from 3 years to 5 years for individuals;
  • Introduction of a permanent disability classification, so reassessments are not required for some people’s future permit renewals;
  • A new single and secure state-wide permit design that will reduce the misuse of permits; and
  • The inclusion of occupational therapists as assessors, in addition to GPs.

Double time (green permits) and permits for organisations will continue under the new scheme.

How to Apply

For individual applicants renewing or applying for a new permit:

  1. Start your application online by visiting Accessible Parking Permits
  2. You’ll receive an application reference number via SMS*
  3. Take your reference number to your GP or occupational therapist
  4. Your GP or occupational therapist will complete an online assessment and submit your application
  5. We will review the application
  6. If your application is successful, you’ll receive your permit in the mail

*A paper-based version of the application is available if you don’t have access to a mobile phone or the internet. Please contact us if you require a paper form.

Hearing and speech impairment

If you are deaf, or have a hearing or speech impairment, contact us through the National Relay Service.

Recharging electric scooters

You can recharge your electric scooter or wheelchair at five recharge points across the Shire.

Pool hoists

Pool hoists are available at pools across the Alpine Shire.

Pelican pool hoists have been installed at Myrtleford and Mount Beauty outdoor pools.  

The hoists are available for use by local school groups and community members to ensure everyone in our community can enjoy the water and learn to swim.

The hoists are designed and manufactured in Australia. They enable a person with any disability to have access to our outdoor pools – without any manual lifting.

A mobile hoist is available for use at Bright Sports Centre pool, ensuring that all three pools are now accessible and supportive of people with disability.

The Bright Sports Centre pool is the only year-round heated swimming pool in the Alpine Shire. Myrtleford and Mount Beauty outdoor pools are open over the warmer months.

All-terrain wheelchair

A motorised TrailRider all-terrain wheelchair is now available free of charge from YMCA Howmans Gap Alpine Centre at Falls Creek enabling visitors with mobility limitations to explore the great outdoors. The TrailRider allows people to access more rugged walking trails not otherwise accessible with conventional wheelchairs.

The TrailRider has adjustable seating and supports, making it suitable for adults and children with varying abilities.

It assembles easily and fits into the back of a station wagon, all-wheel drive or large sedan. You must wear a helmet in the chair - you can bring your own, or borrow one from the YMCA.
