The contract for Kiewa River Trail - Damms Road to Embankment Drive, the Public Memorials Policy, and the Child Safe Policy were on the agenda at last night's Ordinary Council Meeting.
At the meeting, Council:
3. Unanimously carried the recommendation to:
> Confirm the minutes of the Ordinary Council Meeting M(8) held on 25 August 2026 as circulated.
8.1.1 Unanimously carried the recommendation to:
> Award Contract No. 26230 for Kiewa River Trail - Damms Road to Embankment Drive to North East Civil Construction for the lump sum price of $532,803.30 (GST exclusive); and
> Delegate authority to the Chief Executive Officer to sign and seal the contract at the appropriate time.
8.2.1 Unanimously carried the recommendation to:
> Revoke the Public Memorials Policy No. 113 Version 1.0;
> Adopt the updated Public Memorials Policy No. 113 Version 2.0; and
> Sign and seal the Public Memorials Policy.
8.2.2 Unanimously carried the recommendation to:
> Receive and note the Financial Sustainability Report Quarter Four 2025/26.
8.2.3 Unanimously carried the recommendation to:
> Exercise the powers conferred by section 11(1)(b) of the Local Government Act 2020 so that there be delegated to the person holding the position, acting in or performing the duties of Chief Executive Officer the powers, duties, and functions set out in attachment “S5 - Instrument of Delegation from Council to the Chief Executive Officer” (instrument S5), subject to the conditions and limitations specified in that Instrument;
> Exercise the powers conferred by the legislation referred to in attachment "S6 Instrument of Delegation from Council to Members of Council Staff" (instrument S6), so that there be delegated to the members of Council staff holding, acting in, or performing the duties of the offices or positions referred to in instrument S6, the powers, duties, and functions set out in that instrument, subject to the conditions and limitations specified in that Instrument; and
> Exercise the powers conferred by the legislation referred to in attachment "S18 - Instrument of Sub-Delegation from Council to Members of Council Staff (EPA 2017)" (instrument S18), so that there be delegated to the members of Council staff holding, acting in, or performing the duties of the offices or positions referred to in instrument S18, the powers, duties, and functions set out in that instrument, subject to the conditions and limitations specified in that Instrument.
8.2.4 Unanimously carried the recommendation to:
> Note that the Child Safe Policy has been reviewed and updated to align with current Victorian Child Safe Standards, legislative obligations, and contemporary child safety practice;
> Endorse the revised Child Safe Policy to be placed on public exhibition for a period of four weeks, in accordance with Council's Community Engagement Policy; and
> Note that submissions received as part of the exhibition of the draft Child Safe Policy will be considered and the final Policy will be presented to be adopted at a future meeting of Council.
8.2.5 Unanimously carried the recommendation to:
> Issue a Planning Permit for the construction of a single dwelling and the removal of indigenous vegetation in Dinner Plain, subject to the conditions outlined in Attachment 8.2.7.2 of the September 2026 Ordinary Council Meeting Attachments.
8.2.6 Unanimously carried the recommendation to:
> Approve in principle the Financial Statements and the Performance Statement for the year ended 30 June 2026;
> Authorise Cr Smith and Cr Byrne to certify the Financial Statements and Performance Statement for the year ended 30 June 2026 on behalf of Council, subject to any material amendment(s) required by the external auditor being ratified by the Audit and Risk Committee, and once any amendments or changes are made as requested by the Victorian Auditor General.
9. Unanimously carried the recommendation to:
> Receive the summary of informal meetings of Councillors for August and September 2026.
14. Unanimously carried the recommendation to:
> Receive and note the petition titled SAVE the WANDI TRACK containing 11 signatures asking Alpine Shire Council to reverse a decision to close an approximate 300 metre section of the historical Wandiligong (Wandi) Track near the Wandiligong Alpine Park Reserve; and
> In accordance with Council's Governance Rules, prepare and present a report at a future Ordinary Council Meeting.
> Receive and note the petition titled HiCamps Victoria, 172 Whalleys Lane, Myrtleford (Myrtle Beach Retreat) containing 14 signatures asking Alpine Shire Council to consider the concerns noted in the petition surrounding agricultural properties, the Ovens River, public safety, and the environmental values of the area.
> In accordance with Council's Governance Rules, if the petition relates to an operational matter, Council must refer this matter to the Chief Executive Officer for consideration.
15. Unanimously carried the recommendation to:
> In accordance with the provisions of s66(2)(a) of the Local Government Act 2020, close the meeting to the public for consideration of a confidential report, relating to the matter of the Chief Executive Officer Performance and Remuneration Review for 2025/26, due to the information defined by s3 of the Local Government Act 2020, as:
> (f) Personal information, being information which, if released, would result in the unreasonable disclosure of information about any person or their personal affairs.
