Postponed August Ordinary Council Meeting outcomes

The Alpine Shire Community Vision and Council Plan 2025-29 (incorporating the Municipal Public Health and Wellbeing Plan), draft Asset Plan 2025-35, and draft Financial Plan 2025-35 were on the agenda at the postponed August Ordinary Council Meeting.

Council

At the meeting, Council: 

> Provided authorisation for the Chief Executive Officer to register Alpine Shire Council to become an interested party to a native title determination application; and 

> Noted that Council may choose to withdraw as an interested party at any time during the process. 

> Endorsed the draft Asset Plan 2025-35 for the purpose of seeking public submissions; 

> Invited public submissions on the draft Asset Plan 2025-35 for a period no less than 28 days; and 

> Considered a recommendation to adopt the final document at a future Ordinary Council Meeting. 

> Approved and executed a lease for part of Crown Allotment 20D Section E, Parish of Myrtleford; and 

> Signed and sealed the lease for part of Crown Allotment 20D Section E, Parish of Myrtleford. 

> Noted that Council officers have applied for grant funding under the Transport Accident Commission, and Department of Transport and Planning's Safe Local Roads and Streets Program for the following projects: 

  • Merriang Speed Limit Reductions 

  • Mountain Creek Road Speed Limit Reduction 

  • Bright to Wandiligong Trail (Stage 1 – Centenary Park to Pioneer Park) 

  • Kiewa River Trail (Damms Road Link) 

> Endorsed an engagement process to seek community feedback on the draft Alpine Shire Neighbourhood Character Strategy 2025 for a period of four weeks; and 

> Noted that Council officers will consider community feedback and report back to Council at a future Ordinary Council Meeting. 

> Commenced the statutory procedures in respect of the proposed road deviation of the government road between the Great Alpine Road and Stackey Gully Road, Bright, which comprises the: 

  • road shown hatched on the plan attached to the Council Report as Attachment 2 – Plan of Road Deviation (Unused Road), which will be discontinued and vest in Council; and 

  • Road shown cross-hatched on the plan attached to the Council Report as Attachment 2 – Plan of Road Deviation (New Road), which will be designated as 'road' and vest in Council (together, the Road Deviation);  

> Commenced the statutory procedures in respect of the transfer of the Unused Road to the adjoining owner (Land Exchange), subject to Council carrying out the necessary statutory procedures required by Council to proceed with the proposed Road Deviation and Land Exchange; 

> Authorised the Chief Executive Officer to: 

  • Give public notice of the proposed Road Deviation and Land Exchange, pursuant to sections 207A and 223 of the LGA 1989 and section 114 of the LGA 2020; and 

  • Undertake the administrative procedures necessary to enable Council to carry out its functions under section 223 of the LGA 1989 and section 114 of the LGA 2020 in relation to this matter; and 

> Determined to consider any public submissions received in respect of the proposed Road Deviation and Land Exchange at a future Ordinary Council Meeting with a date and time to be determined, pursuant to section 223 of the LGA 1989 and Council's Community Engagement Policy.  

> Resolved to give its concurrence to the Department of Energy, Environment and Climate Action to the closure of a portion of Martley Street, Government Road (CA 2008) adjoining Crown Allotments 10 & 11, Section 1A, and Crown Allotment 2009;

> Resolved to give its concurrence to the Department of Energy, Environment and Climate Action to the closure of a portion of Nicholson Street, Government Road (CA 2006) adjoining Crown Allotments 2009 & 13 (in part), Section 1A, in the Township and Parish of Porepunkah, as shown on OP127244Y;

> Noted that the resolution of Crown Allotment 2007 will be subject to further consideration by Council officers and, possible, consideration at a future Ordinary Council Meeting; and

> Signed and sealed the Consent to Closing of Road for Crown Allotments 2006 and 2008 under Section 349 of the Land Act 1958 as its written concurrence to the closing of the road.

> Considered written submissions received for the draft Alpine Shire Council Community Vision, Council Plan, and Municipal Public Health and Wellbeing Plan 2025-2029; 

> Adopted the proposed amendments to the draft Community Vision, Council Plan, and Municipal Public Health and Wellbeing Plan as detailed in the Council Report; and  

> Notified in writing each person or organisation who made a submission to the draft Council Plan, explaining how their submission has been considered in the final Plan. 

> Adopted the Alpine Shire Community Vision, Council Plan 2025-2029, incorporating the Municipal Public Health and Wellbeing Plan; and 

> Noted the Council Plan Action Plan 2025-2029, which supports the implementation of the Council Plan. 

> Endorsed the draft Financial Plan 2025-2035 to be released for community consultation for a period no less than 14 days; 

> Noted that public feedback on the draft Financial Plan 2025-2035 will be presented back to Council for consideration at a future time; and 

> Noted that Council is required to adopt the Financial Plan 2025-2035 by 31 October 2025.  

> Determined to issue planning permits for three parcels of land. 

> Approved a Development Plan for one parcel of land. 

> Adopted the reviewed Debtor Management Policy (V5); 

> Revoked the Debtor Management Policy (V4); and 

> Signed and sealed the Debtor Management Policy (V5). 

> Exercised the powers conferred by section 11(1)(b) of the Local Government Act 2020; 

> Exercised the powers conferred by the legislation referred to in Attachment 'S6 - Instrument of Delegation from Council to Members of Council Staff' (instrument S6); and 

> Exercised the powers conferred by the legislation referred to in Attachment 'S18 - Instrument of Sub-Delegation from Council to Members of Council Staff (EPA 2017)' (instrument S18). 

> Received the summary of informal meetings of Councillors for July / August 2025.

> Signed and sealed the following documents: 

  • S5 – Instrument of Delegation from Council to CEO – August 2025 

  • S6 – Instrument of Delegation from Council to members of Council Staff – August 2025 

  • S18 – Instrument of Delegation from Council to members of staff (EPA 2017) - August 2025 

  • Myrtleford Bowls Club lease for part of Crown Allotment 20D Section E, Parish of Myrtleford 

  • Debtor Management Policy (V5)
