At the meeting, Council:
3. Unanimously carried the recommendation to:
> Confirm the minutes of the Ordinary Council Meeting M(9) held on 29 September 2026 as circulated.
8.1 Unanimously carried the recommendation to:
> Receive and note the Annual Report 2025/26 in accordance with section 100 of the Local Government Act 2020; and
> Delegate to the Chief Executive Officer (CEO) the authority to correct any typographical errors.
9.1.1 Unanimously carried the recommendation to:
> Award Contract No. 26224 for 2026/27 Asphalt Overlay Program to Downer EDI Works - Albury, NSW for the lump sum price of $164,636.75 (GST exclusive).
9.2.1 Unanimously carried the recommendation to:
> Receive and note the Alpine Shire Economic Development Strategy Action Plan September 2026, which supports the implementation of key themes, strategies, and opportunities identified in the Alpine Shire Economic Development Strategy 2021 up to 2030.
9.2.2 Unanimously carried the recommendation to:
> Endorse the draft Alpine Shire Council Road Management Plan 2026;
> Endorse an engagement process to seek community feedback on the draft Alpine Shire Council Road Management Plan 2026; and
> Note that Council officers will consider community feedback and report back to Council at a future Council meeting.
9.2.3 Unanimously carried the recommendation to:
> Award Contract No. 26223 for Resealing 2026/27 to VSA Roads Pty Ltd - Laverton, Victoria for the lump sum price of $452,926.45 (GST exclusive); and
> Delegate authority to the CEO to sign and seal the contract at the appropriate time.
9.3.1 Unanimously carried the recommendation to:
> Note the review of the Council Plan 2025-2029 Action Plan.
9.3.2 Unanimously carried the recommendation to:
> Note the Statutory Planning Service Delivery Improvement progress report and further actions being undertaken by the Statutory Planning team to improve statutory planning service delivery and the customer experience.
9.3.3 Unanimously carried the recommendation to:
> Receive and note the biannual community engagement results detailed in the Biannual Reporting of Community Engagement Campaigns and Outcomes report for the period ending 30 September 2026.
9.3.4 Unanimously carried the recommendation to:
> Receive and note the (unconfirmed) minutes of the Audit and Risk Committee meetings.
> 1. No. M(2026/27-1), held on 18 September 2026; and
> 2. No. M(2026/27-2), held on 24 September 2026.
9.3.5 Unanimously carried the recommendation to:
> Accept the Audit and Risk Committee 2025/26 Annual Report;
> Note the results of the 2025/26 annual assessment of performance of the Audit and Risk Committee; and
> Note the Audit and Risk Committee's compliance with sections 54(4) and 54(5) of the Local Government Act 2020 in delivering its Annual Report and assessment of performance results.
9.3.6 Unanimously carried the recommendation to:
> Revoke the Public Interest Disclosures Policy No. 092, version 4;
> Adopt the Public Interest Disclosures Policy No. 092, version 5;
> Sign and seal the Public Interest Disclosures Policy No. 092, version 5.
10. Unanimously carried the recommendation to:
> Receive the summary of informal meetings of Councillors for September and October 2026.
