As each new council is elected, it is required to prepare a Council Plan to cover its four-year term. Once set, the Council Plan is reviewed annually. The role of the Council Plan is to outline the broad objectives to be worked toward in the ensuing years.

The Council Plan outlines the objectives in Council’s five main areas of operation, namely:
Leadership
Community
Buildings and Infrastructure
Economy
Environment

The Council Plan also develops strategic goals for each of these areas and then operational business plans detail the workload through the years.

Residents and ratepayers have an opportunity to be involved in the development of the Council Plan on an annual basis.
