In March 2006, the Department for Victorian Communities (DVC) announced the approval of a two year grant to the Alpine Shire Council for the establishment of a Community Building Initiative (CBI) project.

| The CBI is about focussing on determining issues facing the town and forming positive actions to address these.
It is also about building relationships in and across community to get things done, and is about empowering community to plan and act for itself and calling on all known resources to get the job done.
As part of the CBI project, each town involved has developed a "Community Atlas", containing a town profile, asset mapping, results of community workshops identifying the needs and aspirations of the town, information on what is planned for the town, challenges and next steps and also a community action plan. Each atlas is supported by demographics and other statistical data to provide a snapshot of the town and its people.
