Council provides leadership in community health and wellbeing matters, including: - the strategic development of communities according to the 2030 Community Vision, plans and strategies; and - the development and implementation of programs that lead to vibrant, healthy, involved and empowered communities.

| Municipal Public Health and Wellbeing Plan | | Council is responsible for providing communities with opportunities to be healthy, secure and vibrant; and produces a Municipal Public Health and Wellbeing Plan (according to the Health Act ), to guide this process.
The Plan focuses on the determinants of health (the things that have an affect on the health and wellbeing of individuals and the community), within the built, social, economic and natural environments. Local Government has influence over determinants such as employment, social support, land-use, transport and access to cultural activities; so is ideally placed to guide improvements to the quality of life of its residents.
In this context, ’Health and Wellbeing’ describes a state of being well, contented and satisfied. It’s not just about clinical health; it’s about all of the factors that lead people to feeling fulfilled as human beings with a sense of belonging and place.
