Quarterly Progress Reports
The 2009-2013 Alpine Shire Council Plan is a guiding document, with the annual budget supporting funding of activities identified within it, including key capital works.

The quarterly reports below provide commentary on Council Plan, finance and capital works progress.

Council Plan
As each new council is elected, it is required to prepare a Council Plan to cover its four-year term. (NB - FILE SIZE 3.7MB).

A new Council Plan is currently being prepared, following the election of Council in October 2012. The 2013-2017 Council Plan is due for adoption in June 2013.

Once set, the Council Plan is reviewed annually.

The role of the Council Plan is to outline the broad objectives to be worked toward in the ensuing years.

The Council Plan outlines the objectives in Council's five main areas of operation, namely:

Community
Place
Economy
Environment

Council's 2030 Community Vision
The 2030 Community Vision provides an aspirational target - it talks about the type of Shire the community wants to work toward. The Vision is the Alpine Shire Council's guiding document. It informs Council's strategies and plans for the future.

Alpine Liveability Plan 2009
Council's Liveability Plan elevates the community's health and wellbeing to core Council business and provides strategies to deliver on a wide range of plans, services and improvements in four key areas:
- Sustainability
- Opportunity
- Community
- Connectivity

Alpine Shire Council - Annual Report
Council is required to produce an Annual Report detailing its achievements in program delivery as well as financial management.

Budget 2012 - 2013
The 2012 - 2013 Budget has been developed to achieve the objectives in the Council Plan, whilst maintaining service levels and a reasonable capital expenditure program.

The 2012 - 2013 Budget was adopted at Council's meeting on 3 July 2012.

Municipal Strategic Statement
The Municipal Strategic Statement (MSS) establishes a vision for the Alpine Shire. It outlines the key strategic land use and development objectives to achieve the vision and includes strategies and related actions to implement the objectives.

The MSS provides the strategic basis for the application of zones and overlays and for the decision making by the Council.

The MSS is subject to periodic legislative review to ensure that it is a dynamic document that responds to the changing needs of the Shire's community.

The Alpine Shire Planning Scheme
The Alpine Planning Scheme is a legal document that sets out the policies, and establishes controls, for the use, development and protection of land within the Shire.

The Alpine Planning Scheme will indicate if a planning permit is required to use or develop or alter land in any particular way.

The Alpine Planning Scheme contains a User Guide that explains how to use the scheme.

Arts and Culture Strategic Plan
The Arts and Culture Strategic Plan provides a directional framework for Alpine
Shire Council to embrace, develop and further support the extensive arts and
culture activities within Alpine Shire. The Plan was adopted by Council in March 2008.

2009 - 2012 Road Safety Strategy
Council adopted its 2009 - 2012 Road Safety Strategy on 7 July 2009.

Community Satisfaction Survey
The annual Community Satisfaction Survey (CSS) coordinated by Local Government Victoria provides a benchmark that many Councils across Victoria utilise to compare their own performance against that of other Councils across the State.

In response to feedback from local councils, Local Government Victoria (LGV) introduced methodological and content changes to the CSS in 2012 to provide the sector with more reliable and meaningful results to inform decision making and support strategic planning. For these reasons, LGV has indicated that direct comparison with previous CSS results is not possible. This means that the 2012 year effectively becomes ‘year zero’, or the benchmark from which all new data will be compared. Tracking and comparisons will be possible in future years.
